XM RUS/”Whales” recordings

Hi, guys. These files were recorded 18-19 Aug 2009 on the 25 meter band; that’s usually reserved for “utilities” like aviation beacons, weather reports, teletype over radio, etc. What makes these recordings interesting is that it sounds like Russian military air traffic control. The question is why the Ru military would use open shortwave bands for this kind of communication.

I’ll save you the rest of the conjecture—any insight would be appreciated. I know the quality of the recordings is quite poor, but if you can discern any regional dialect/accent or anything that might give broader background information to these recordings, that would be awesome.
